DR. HILARY BROWN
Dr. Hilary Brown has been active in the field of regional development for the past 20 years, and is currently the Programme Manager, Culture and Community Development, at the CARICOM Secretariat. In this position, Dr. Brown is responsible for development, advocacy and integration with respect to the culture and gender programmes in the CARICOM region. This includes the coordination of several regional activities, including Reparations for Native Genocide and Slavery, the premier regional mega Caribbean Festival of Arts (CARIFESTA) and gender mainstreaming in community projects and programmes.
Dr. Brown has provided technical support to the CARICOM Reparations Commission which reports to the Prime Ministerial Sub-Committee on Reparations, since inception in 2013. Dr. Brown coordinated CARICOM’s activities to mark the Bicentennial of the Abolition of the Transatlantic Trade in Enslaved Africans in 2007 and has represented the region at a number of international meetings on slavery, racism and the global African diaspora.
Prior to her current assignment, Dr. Brown served as Information Attaché at the Embassy of Jamaica, Washington DC; undertook several consultancies in media, culture and regional integration for regional and international agencies; and also taught courses in communication and culture at the University of the West Indies, Mona Campus. Dr. Brown has authored several papers on Caribbean media, music, festivals and creative industries. Dr. Brown is a graduate of the University of the West Indies, the University of Michigan and has a Ph.D. in International Communication, from Temple University, USA.
